Every client that connects to the server (activated or not) increases the client count.
However, the client count is automatically cleaned up every thirty (30) days.

This means that:
If a client (activated or not) does not contact the server at least once, every thirty (30) days, the server will release that count.

Client Information:

Without entering a license key, KMS clients operate normally for one month (30 days).
Activations are held for six months (180 days).
After activation, the client will attempt to renew activation every week (7 days).
If an activation expires, there is an additional one month (30 day) grace period before the machine goes to reduced functionality mode.
Total activation time for machines (without renew): 210 days.
As long as the server is up and the client has Internet connectivity, activation can be permanent.
